WhatsApp Business API explained: app vs API, setup and what it costs to run

By the EvolynFlow Team · Published

The WhatsApp Business API connects a business phone number to software, so messages can be sent, received and answered automatically, and a whole team can work from one inbox. Meta now calls it the WhatsApp Business Platform, and its main interface the Cloud API. The WhatsApp Business app does a similar job by hand, on a phone.

This guide explains the difference between the two, what you need to set the API up, and what your monthly running cost depends on. It deliberately quotes no prices: Meta changes its rates every quarter, so the useful thing to know is what drives the bill.

What is the difference between the WhatsApp Business app and the API?

The WhatsApp Business app is a free app for chatting with customers from a phone, with quick replies and greeting messages. The WhatsApp Business API connects your number to software, so replies, routing and updates can run automatically and your team can work from one shared inbox.

Most businesses start on the app and move to the API when one phone can no longer keep up, or when they want updates and follow-ups to go out without someone pressing send.

What is the WhatsApp Cloud API?

The Cloud API is the version of the WhatsApp Business API that Meta runs for you: your software sends requests to Meta, instead of you running your own WhatsApp server. Meta retired the older On-Premises API on 23 October 2025, so the Cloud API is now the way businesses connect to WhatsApp.

You can connect to it directly, or through a Business Solution Provider: a chatbot, inbox or messaging platform that handles the technical setup and gives you an interface on top. Either way, the messages, templates and charges are Meta’s.

What do you need to set up the WhatsApp Business API?

To set up the WhatsApp Business API you need a Meta business portfolio, a phone number for WhatsApp, a display name, approved message templates and a payment method. Business verification is optional at the start but unlocks higher limits.

  • A Meta business portfolio. Meta’s Cloud API documentation says you must have one to use the platform.
  • A business phone number. Real or virtual, able to receive the verification code.
  • A display name. The business name customers see, which should match your business.
  • Message templates. Templates generally need Meta’s approval before you can send them, and they are the only messages allowed outside the customer service window.
  • A payment method. Template charges are billed to the account that holds your templates.
  • Business verification, when you are ready. It raises your messaging limit and counts towards Official Business Account status.
  • Software to run it. A chatbot or inbox platform, an automation tool such as n8n, or your own code.

If your number is already on the WhatsApp Business app, Meta’s coexistence option lets many businesses connect it to the API and keep using the app on the same number. Eligibility depends on the account, so check before you plan around it.

What is the 24-hour customer service window?

When a customer messages or calls your business, a 24-hour customer service window opens, and inside it you can reply with normal messages. Outside that window, the only messages you can send are approved templates.

Templates come in three categories: marketing (offers, new products, re-engagement), utility (updates on something the customer started, such as an order or an appointment) and authentication (one-time codes). The category affects both whether a template is approved and what it costs, so label templates honestly.

What does the WhatsApp Business API cost to run?

Since 1 July 2025, Meta has charged per delivered message rather than per conversation, and only for messages your business sends; messages customers send you are free. What you pay depends on the message category, the recipient’s country, your monthly volume and whether a free window applies.

  • Category. Marketing, utility, authentication and service messages each have their own rate.
  • Recipient’s country. Rates follow the recipient’s country calling code, so a message to an Indian number and one to a US number are priced differently.
  • Volume. Utility and authentication rates step down as monthly volume grows, counted across your whole business portfolio.
  • Free windows. Each business number gets 1,000 free service messages a month, and messages in the free window that opens when a customer starts a chat from a Click to WhatsApp ad are not charged.
  • The 1 October 2026 change. From that date Meta charges for service messages beyond the free 1,000, and for utility messages sent inside an open customer service window, which used to be free.
  • Everything around it. A provider’s or platform’s fees, hosting for an automation tool, and the setup work.

Meta publishes its rates on its pricing page and has said it changes them only on the first day of a quarter. To estimate your own bill, list the messages you expect to send in a month by category and by country, then price that mix against the current rate card. Your billing currency is chosen when the account is set up and cannot simply be switched later, so pick it with care.

How many customers can you message?

Messaging limits cap how many unique customers you can message outside customer service windows in a rolling 24 hours, and they apply to your whole business portfolio rather than each number. A new portfolio starts at 250.

According to Meta’s messaging limits documentation, verifying your business, or delivering 2,000 high-quality template messages to unique customers within 30 days, raises the limit to 2,000 after a review. From there it rises automatically to 10,000, 100,000 and then unlimited, as long as message quality stays high and you use at least half of your current limit over seven days.

What should you automate first?

Start with the messages you already send by hand every day. These five cover most of the value for a typical small business:

  • An instant first reply. Answer common questions straight away and tell the customer when a person will follow up.
  • Lead capture. Save every new enquiry, with its name, number and question, to your sheet or CRM.
  • Order and appointment updates. Confirmations and reminders, sent as utility templates.
  • Follow-ups for quiet leads. A reminder when an enquiry goes quiet, which stops when the customer replies.
  • A handoff to a person. A clear way for your team to take over any chat that needs judgment.

Our guide to automating lead follow-up walks through the follow-up flow step by step. If you want it built for you, this is the everyday work of our WhatsApp automation service, and every message goes out under Meta’s Business Messaging Policy.

Frequently asked questions

Is the WhatsApp Business API free?

No. Meta does not charge to connect to the API, but it charges per delivered template message, by category and recipient country, and for service messages beyond 1,000 a month per number. Any provider or software you use adds its own cost.

Can I use the WhatsApp Business app and the API on the same number?

Often, yes. Meta’s coexistence option lets many businesses already on the WhatsApp Business app connect that number to the API and keep using the app, but eligibility depends on the account, so check before you start.

Do I need a Business Solution Provider?

No. You can connect to the Cloud API directly through Meta, but a Business Solution Provider or an agency handles the setup, templates and software for you, which is usually quicker if you do not have developers.

What is the difference between marketing and utility templates?

Marketing templates promote something, such as an offer or a new product, while utility templates confirm or update something the customer already started, such as an order or an appointment. Meta prices each category differently.

How long does it take to set up the WhatsApp Business API?

The technical setup can be quick, but plan for Meta’s reviews: your display name, your message templates and, if you verify your business, the verification itself. We confirm a timeline once we know your setup.
